Who makes the best quality budget white paint?

We're just buying our first house (two bed Victorian terrace) - every room is covered in wallpaper (different types) so we want to remove it all and paint everything white (we might decide to add colour later!). We'll have 6 rooms to do, including ceilings. Friends have advised us not to buy the really cheap budget pots but wondering if anyone has any suggestions/ recommendations? Looking for something that won't need more than two coats ideally.

Also, if anyone has any words of wisdom on wallpaper removal techniques/ particularly good steamers, I'm all ears!
