Downstairs rumpus room needs help!

We purchased a 1950's brick veneer cottage a couple of years back, and the previous owner extended the back of the house and added this rumpus room below. I assume they used it as a pool room. It has an adjoining bathroom and back door onto the rear yard. As half of it is below ground level, unfortunately a few bricks are water stained and can get damp in heavy rains. I thought about just painting, removing the carpet and putting down wood floors - but wondering if anyone else has a better suggestion. Cheers
