how can I achieve this look in my garden? from a novice gardener :)

Hi all, any ideas how I can achieve a look similar to this for my garden? Bush/shrub with beautiful white flowers under planted with another smaller plant with flowers. I don’t think lavender will do well in my garden given the rain (maybe I am wrong?!) so I am open to alternatives. Ideally plants that will be (fairly) low maintenance if possible. I love white roses and hydrangeas. This is to fill a thin flower bed of around only 1 foot depth that runs the length of my (very small) garden, in full sun. Other colours I have in my garden currently are yellow and orange roses and white clematis. Any ideas? Xx
