when do you get utility design

Hi everyone
I would love some advice....we are having an extension done, we have planning permission but building works haven’t started yet. The extension will include a new utility room. When do I get a kitchen firm in to do the utility design? Does the room need to be there? And if so, how do I know where to ask for all the plugs and plumbing if I don’t have a design? I would love some advice on the order that things should be done in. As you can see I’m a complete novice to this! Many thanks!
