Stairs from basement in kitchen - Building Regs

Hi,
So i was hoping for some advice from people in the know. I am currently in the process of having plans drawn up for a basement and loft conversion (in SW London) and have hit my first stumbling block! My private building control (BC) have stated that the escape from basement should be via a protected stairwell leading to a final exit at ground level. The inspiration I have from this is the photo attached which I would imagine has received sign off from BC.
The current floorplans (which need more tweaking) are attached. Does anyone know of a way I can still have stairs in the kitchen dining area which will enable light into the basement whilst getting sign off from BC?
