Please help-plaster crumbling off when stripping wallpaper

Hi,
Please only constructive advice only, just having abit of a redecorating stress. First home and stripping living room wallpaper today-it's a really old house and there's what looks like newer plaster bits on the wall which is just coming off when I steam the wallpaper off and other green bit of wall that doesn't have newer plaster on it. Don't know that we can afford to Replaster at this stage as quite alot to do in the house. I'm going to redecorate with wallpaper anyway so I'm going to put lining paper on but should I try and sand the plaster abit where it's broken off or do I attempt to get as much of it off as possible if it's all coming off anyway or what should I do?
