Curtain rail above or below picture rail?

I’m thinking above - for aesthetics and maximum light blocking, but interested in others views on what would look best.
I know a lot of advice is to have the drop to the floor, but as we have a radiator under the window, I think they’ll have to stop at the sill to prevent heat loss. If others haven’t found this to be an issue however let me know as I’d be tempted to go full length.
