Laying engineered oak over damp floors?

Hi,
We live in a characterful but damp cottage and as part of our upcoming house reno have been hoping to lay new engineered oak flooring throughout most of the ground floor. However we're getting damp readings in the current concrete subfloor of between 15-20% which is making us wonder if it's even an option. Is there anything we can do to make it work? The damp is likely to be a long-term issue; there's not much we can do to significantly remedy the problem without essentially reconstructing the older part of the house.
